In case of non-receipt of NOC/NDC, nomination papers can be submitted along with affidavit
- Nomination documents will be sent to the concerned authority for submission of report by RO
- The concerned authority will submit the report within 24 hours

Giving information about the letter issued by the State Election Commission, Punjab regarding filing of nominations related to Panchayat elections, Deputy Commissioner-cum-District Election Officer Komal Mittal said that as per the instructions issued by the Commission regarding filing of nominations by candidates, if a candidate is not issued a No Due Certificate (NDC) related to any type of tax dues or any other type of dues or a No Objection Certificate (NOC) related to possession of any authority's property to attach with the nomination papers despite his efforts, then the concerned candidate can attach an affidavit by himself with the nomination papers. She informed that the candidate will give an affidavit that he does not have any tax or other dues under the Punjab State Election Commission Act 1994, nor has he illegally occupied the property of any authority. She clarified that it is mandatory for the affidavit to be verified by the Executive Magistrate/Oath Commissioner/Notary.
The District Election Officer informed that such nomination papers will be sent by the Returning Officer (RO) to the concerned authority with instructions to submit a report within 24 hours. If the report is not submitted by the concerned authority within 24 hours, it will be considered that the candidate is not a defaulter under the Punjab State Election Commission Act 1994, nor has he made unauthorized occupation. She informed that all the officers have been instructed to ensure complete compliance of these instructions.
