ਨਗਰ ਨਿਗਮ ਦੇ ਜਨਰਲ ਹਾਊਸ ਨੇ ਵੀਰਵਾਰ ਨੂੰ ਮਾਤਾ ਰਾਣੀ ਚੌਕ ਨੇੜੇ ਨਗਰ ਨਿਗਮ ਜ਼ੋਨ ਏ ਦਫ਼ਤਰ ਵਿਖੇ ਹੋਈ ਨਗਰ ਨਿਗਮ ਦੇ 7ਵੇਂ ਜਨਰਲ ਹਾਊਸ ਦੀ ਪਹਿਲੀ ਮੀਟਿੰਗ ਦੌਰਾਨ ਵਿੱਤੀ ਸਾਲ 2025-26 ਲਈ ਲਗਭਗ 1100 ਕਰੋੜ ਰੁਪਏ ਦੇ ਸਾਲਾਨਾ ਬਜਟ ਨੂੰ ਪ੍ਰਵਾਨਗੀ ਦਿੱਤੀ।

ਮੀਟਿੰਗ ਦੀ ਪ੍ਰਧਾਨਗੀ ਸ਼ਹਿਰ ਦੀ ਪਹਿਲੀ ਮਹਿਲਾ ਮੇਅਰ ਪ੍ਰਿੰਸੀਪਲ ਇੰਦਰਜੀਤ ਕੌਰ ਨੇ ਕੀਤੀ, ਜਦੋਂ ਕਿ ਲੁਧਿਆਣਾ ਉੱਤਰੀ ਦੇ ਵਿਧਾਇਕ ਮਦਨ ਲਾਲ ਬੱਗਾ, ਲੁਧਿਆਣਾ ਪੂਰਬੀ ਦੇ ਵਿਧਾਇਕ ਦਲਜੀਤ ਸਿੰਘ ਭੋਲਾ ਗਰੇਵਾਲ, ਲੁਧਿਆਣਾ ਕੇਂਦਰੀ ਦੇ ਵਿਧਾਇਕ ਅਸ਼ੋਕ ਪਰਾਸ਼ਰ ਪੱਪੀ, ਆਤਮ ਨਗਰ ਦੇ ਵਿਧਾਇਕ ਕੁਲਵੰਤ ਸਿੰਘ ਸਿੱਧੂ, ਲੁਧਿਆਣਾ ਦੱਖਣੀ ਵਿਧਾਇਕ ਰਜਿੰਦਰ ਪਾਲ ਕੌਰ ਛੀਨਾ, ਨਗਰ ਨਿਗਮ ਕਮਿਸ਼ਨਰ ਆਦਿਤਿਆ ਡੇਚਲਵਾਲ, ਸੀਨੀਅਰ ਡਿਪਟੀ ਮੇਅਰ ਰਾਕੇਸ਼ ਪ੍ਰਾਸ਼ਰ, ਡਿਪਟੀ ਮੇਅਰ ਪ੍ਰਿੰਸ ਜੌਹਰ, ਵਧੀਕ ਕਮਿਸ਼ਨਰ ਪਰਮਦੀਪ ਸਿੰਘ ਸਮੇਤ ਹੋਰ ਕੌਂਸਲਰਾਂ ਨੇ ਵੀ ਮੀਟਿੰਗ ਵਿੱਚ ਹਿੱਸਾ ਲਿਆ।

ਮੀਟਿੰਗ ਸ਼ੁਰੂ ਹੋਣ ਤੋਂ ਪਹਿਲਾਂ, ਲੁਧਿਆਣਾ ਪੱਛਮੀ ਦੇ ਮਰਹੂਮ ਵਿਧਾਇਕ ਗੁਰਪ੍ਰੀਤ ਬੱਸੀ ਗੋਗੀ, ਡਿਪਟੀ ਮੇਅਰ ਪ੍ਰਿੰਸ ਜੌਹਰ ਦੇ ਪਿਤਾ ਰਾਜ ਕੁਮਾਰ ਜੌਹਰ ਅਤੇ ਕੌਂਸਲਰ (ਵਾਰਡ ਨੰਬਰ 8) ਰਾਜ ਕੁਮਾਰ, ਜਿਨ੍ਹਾਂ ਦਾ ਇਸ ਸਾਲ ਦੇ ਸ਼ੁਰੂ ਵਿੱਚ ਦੇਹਾਂਤ ਹੋ ਗਿਆ ਸੀ ਦੀ ਯਾਦ ਵਿੱਚ ਦੋ ਮਿੰਟ ਦਾ ਮੌਨ ਰੱਖਿਆ ਗਿਆ। 

ਮੇਅਰ ਪ੍ਰਿੰਸੀਪਲ ਇੰਦਰਜੀਤ ਕੌਰ ਨੇ ਕਿਹਾ ਕਿ ਇਸ ਬਜਟ ਵਿੱਚ ਸਾਰੇ ਪਹਿਲੂਆਂ ਨੂੰ ਕਵਰ ਕੀਤਾ ਗਿਆ ਹੈ ਅਤੇ ਇਹ ਇੱਕ ਵਿਆਪਕ ਬਜਟ ਹੈ ਜਿਸ ਵਿੱਚ ਪੂਰੇ ਸ਼ਹਿਰ ਦੇ ਵਿਕਾਸ 'ਤੇ ਧਿਆਨ ਕੇਂਦਰਿਤ ਕੀਤਾ ਗਿਆ ਹੈ। ਸ਼ਹਿਰ ਵਿੱਚ ਵਿਕਾਸ ਕਾਰਜਾਂ ਲਈ ਲਗਭਗ 400 ਕਰੋੜ ਰੁਪਏ ਅਲਾਟ ਕੀਤੇ ਗਏ ਹਨ, ਜਿਸ ਵਿੱਚ ਸੜਕਾਂ ਦੇ ਪੁਨਰ ਨਿਰਮਾਣ/ਮੁਰੰਮਤ, ਪਾਣੀ-ਸੀਵਰ ਲਾਈਨਾਂ ਦੀ ਸਥਾਪਨਾ, ਸਟਰੀਟ ਲਾਈਟਾਂ ਦੀ ਖਰੀਦ ਅਤੇ ਰੱਖ-ਰਖਾਅ, ਪਾਰਕਾਂ ਦੀ ਦੇਖਭਾਲ ਆਦਿ ਸ਼ਾਮਲ ਹਨ।

ਆਮਦਨ ਦੇ ਮੁੱਖ ਸਰੋਤਾਂ ਬਾਰੇ ਗੱਲ ਕਰਦੇ ਹੋਏ, ਮੇਅਰ ਪ੍ਰਿੰਸੀਪਲ ਇੰਦਰਜੀਤ ਕੌਰ ਨੇ ਕਿਹਾ ਕਿ ਪ੍ਰਾਪਰਟੀ ਟੈਕਸ ਸ਼ਾਖਾ ਅਧੀਨ ਸਾਲਾਨਾ ਰਿਕਵਰੀ ਟੀਚਾ 160 ਕਰੋੜ ਰੁਪਏ ਨਿਰਧਾਰਤ ਕੀਤਾ ਗਿਆ ਹੈ, ਜਦੋਂ ਕਿ ਪਾਣੀ-ਸੀਵਰ ਬਿੱਲਾਂ ਦਾ ਰਿਕਵਰੀ ਟੀਚਾ 60 ਕਰੋੜ ਰੁਪਏ ਨਿਰਧਾਰਤ ਕੀਤਾ ਗਿਆ ਹੈ। ਇਸੇ ਤਰ੍ਹਾਂ, ਬਿਲਡਿੰਗ ਸ਼ਾਖਾ ਲਈ ਰਿਕਵਰੀ ਟੀਚਾ 75 ਕਰੋੜ ਰੁਪਏ ਨਿਰਧਾਰਤ ਕੀਤਾ ਗਿਆ ਹੈ, ਜਦੋਂ ਕਿ ਨਗਰ ਨਿਗਮ ਨੂੰ ਵਿੱਤੀ ਸਾਲ 2025-26 ਦੌਰਾਨ ਜੀ.ਐਸ.ਟੀ ਹਿੱਸੇ ਵਜੋਂ 680 ਕਰੋੜ ਰੁਪਏ ਪ੍ਰਾਪਤ ਹੋਣ ਦੀ ਉਮੀਦ ਹੈ। ਆਮਦਨ ਦੇ ਹੋਰ ਸਰੋਤਾਂ ਵਿੱਚ ਰੈਂਟ/ਲੀਜ਼, ਤਹਿਬਾਜ਼ਾਰੀ ਫੀਸ, ਇਸ਼ਤਿਹਾਰ ਟੈਕਸ, ਵਾਧੂ ਆਬਕਾਰੀ ਡਿਊਟੀ ਆਦਿ ਸ਼ਾਮਲ ਹਨ।

ਮੇਅਰ ਪ੍ਰਿੰਸੀਪਲ ਇੰਦਰਜੀਤ ਕੌਰ, ਸੀਨੀਅਰ ਡਿਪਟੀ ਮੇਅਰ ਰਾਕੇਸ਼ ਪਰਾਸ਼ਰ ਅਤੇ ਡਿਪਟੀ ਮੇਅਰ ਪ੍ਰਿੰਸ ਜੌਹਰ ਨੇ ਕਿਹਾ ਕਿ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ ਦੀ ਅਗਵਾਈ ਵਾਲੀ ਸੂਬਾ ਸਰਕਾਰ ਦਾ ਧਿਆਨ ਸਮੁੱਚੇ ਟਿਕਾਊ ਵਿਕਾਸ 'ਤੇ ਹੈ। ਇਨ੍ਹਾਂ ਲੀਹਾਂ 'ਤੇ ਕੰਮ ਕਰਦੇ ਹੋਏ, ਸੂਬੇ ਦੇ ਉਦਯੋਗਿਕ ਹੱਬ ਵਜੋਂ ਜਾਣੇ ਜਾਂਦੇ ਲੁਧਿਆਣਾ ਦੇ ਵਿਕਾਸ ਲਈ ਹਰ ਕਦਮ ਚੁੱਕਿਆ ਜਾ ਰਿਹਾ ਹੈ।

ਇਸ ਦੌਰਾਨ, ਮੇਅਰ ਪ੍ਰਿੰਸੀਪਲ ਇੰਦਰਜੀਤ ਕੌਰ ਨੇ ਨਿਵਾਸੀਆਂ ਅਤੇ ਸਾਰੀਆਂ ਪਾਰਟੀਆਂ ਦੇ ਚੁਣੇ ਹੋਏ ਨੁਮਾਇੰਦਿਆਂ ਨੂੰ ਅਪੀਲ ਕੀਤੀ ਕਿ ਉਹ ਇੱਕ ਪਰਿਵਾਰ ਵਾਂਗ ਲੁਧਿਆਣਾ ਦੀ ਬਿਹਤਰੀ ਲਈ ਕੰਮ ਕਰਨ ਅਤੇ ਨਗਰ ਨਿਗਮ ਦਾ ਸਮਰਥਨ ਕਰਨ ਜੋਕਿ ਇਹ ਲੁਧਿਆਣਾ ਨੂੰ ਨੰਬਰ 1 ਸ਼ਹਿਰ ਬਣਾਉਣ ਦੇ ਟੀਚੇ ਨੂੰ ਪ੍ਰਾਪਤ ਕਰਨ ਲਈ ਕੰਮ ਕਰ ਰਿਹਾ ਹੈ।

Ludhiana, March 20:

The general house of Municipal Corporation (MC) approved the annual budget of approx Rs 1100 crore for the financial year 2025-26 during the first meeting of 7th general house of MC held at MC Zone A office near Mata Rani chowk on Thursday.

The meeting was chaired by first woman Mayor of the city - Mayor Principal Inderjit Kaur, while Ludhiana North MLA Madan Lal Bagga, Ludhiana East MLA Daljit Singh Bhola Grewal, Ludhiana Central MLA Ashok Prashar Pappi, Atam Nagar MLA Kulwant Singh Sidhu, Ludhiana South MLA Rajinder Pal Kaur Chhina, MC Commissioner Aaditya Dachalwal, Senior Deputy Mayor Rakesh Prashar, Deputy Mayor Prince Johar, Additional Commissioner Paramdeep Singh among other councillors also participated in the meeting.

Before the meeting commenced, a two-minute silence was observed in memory of late Ludhiana West MLA Gurpreet Bassi Gogi, Deputy Mayor Prince Johar's father Raj Kumar Johar and councillor (ward number 8) Raj Kumar who passed away earlier this year.

Mayor Principal Inderjit Kaur stated that all the aspects have been covered and it is a comprehensive budget with focus on development of the entire city. Approx Rs 400 crore has been allocated for taking up development works in the city including reconstruction/repair of roads, installation of water-sewer lines, purchase and maintenance of streetlights, maintenance of parks etc.

Speaking of the major sources of income, Mayor Principal Inderjit Kaur said that the annual recovery target under the property tax wing has been fixed at Rs 160 crore, while the recovery target for water-sewer charges has been fixed at Rs 60 crore. Similarly, the recovery target for the building branch is fixed at Rs 75 crore, while the civic body is expected to receive Rs 680 crore as GST share during the financial year 2025-26. Other sources of income include Rent/lease, Tehbazaari fees, advertisement tax, additional excise duty etc. 

Mayor Principal Inderjit Kaur, Senior Deputy Mayor Rakesh Prashar and Deputy Mayor Prince Johar said that the focus of Chief Minister (CM) Bhagwant Singh Mann led state government is on overall sustainable development. Working on these lines, every step is being taken for the development of Ludhiana which is known as the industrial hub of the state. 

Meanwhile, Mayor Principal Inderjit Kaur appealed to the residents and elected representatives of all parties to work for the betterment of Ludhiana as a family and support the civic body as it works to achieve the goal of making Ludhiana - number 1 city.
